Perhaps the (D)ownload option of the archive viewer -- both the to-be built-in one and the "external" one for other archive formats --
shouldn't allow downloads if the DL Unvalidated (for unvalidated files)
or DL Failed (for failed files) restriction isn't satisfied?

I have updated it to require the user to meet the "Download Unvalidated ACS" and "Download Failed ACS" respectively when using the Download function inside the archive viewer.

This will be in today's build which I am about to upload (it should be there by the time you see these messages).
