I guess it jumped the tracks.

It was something along the lines of e-scooters batteries dying and
users just dropped them where they stopped. Not even moving them out
of the way, cluttering up sidewalks, etc.

I wouldn't be surprised if folks take them from their charging station
before they're fully charged up.

On campus they rental bikes. You have to return it to a proper area
to get your deposit back. We don't have them laying all over the
place.

Sounds like the luggage carts at the airport, and bigger train stations.

That makes sense.

Years ago the campus cops used electric club carts (like tiny
pickups with a cab and bed) around campus, for patrol, etc. They liked
it since quiet and no one knew they were coming, could get into places
a car couldn't, etc,

I've seen folks try to park where the cart racks are.

When they brought them back to the station they were to plug them in
to charge but never did. So the next person who used it might not have
a full charge. And yes, there were times they just stopped and left
for someone else to get it and charge it up.
