I am trying to download mail from Gmail using soupgate. However it
doesnt understand ssl. is there a gateway app that I can use that will handle the ssl side of things

Unwise choice... they once banned me for using GPG :-/

if that happens for me i will perm block gmail in bind9 rpz

openssl s_client ...

easy to do with fidonet software :)

Soupgate does not need to support ssl; it is only a converter between
soup and fido packets.

microsoft provide basic to all, so not there fault you try something more hard to code in :)
