    Yes, there is such a scenario. The pool of IPv4 adresses has run out. Some providers use so called CGNAT for their customets. That means they no longer have a unique glabally routable IPv4 address. That makes unsollicited incoming connection IPv4 impossible. IPv6 solves that problem.
