Changes in the work of tg_BBS:
- the message about the need to register comes only once when a new user joins the group.
- messages from unregistered users do not get into Fido, with the exception of those echo conferences for which it is explicitly allowed in the config (Today these are PVT.ZONA and FIDONET.ONLINE)

Do you think that the current warning when connecting a user and a %HELP is not enough?
