Conversely, multiple qwk downloads from the same bbs are either rejected or prompted to be replaced.
Qwk seems to be intended to dealt with right after the DL or deleted. No?

That depends on the terminal program (or FTP client) which
is downloading the packets.

Normally, yeah. And usually, a QWK packet downloaded
immediately after another will contain no new messages.
Absolutley. But my point is that in its inception the QWK
process probably never anticipated more than a handful of
downloads per day and only spread far apart long enough for the
user to deal with a previous packet and be done with it.

Oh ok. I thought it was some BBS software.
I am sure some people think it is cool to use Fidonet on smart phones
and tablets
but it is not my style. I prefer to use pre-2000 stuff to
get a more authentic experience.
For example, I have "VERT.REP.001" and "VERT.REP.002" ... when I upload these les I might decide to rename the 002 to "VERT.REP" and upload it first.
Why does the order matter ?

Why do you have multiple REP files? Most QWK readers will allow you
to keep appending to the same REP until you are aready to upload it.
SLMR and MultiMail both do. When you reopen the/open a new QWK packet, they ask if you want to delete the REP. If you say no, the reader will reopen the old one and let you keep adding to it.
The messages all stay in order that way, too.
I think you are looking for a solution to a problem that doesn't
exist?

Understood. I think you want a very particular way of working
with QWK packages. It seems to me something that would need to be developed together with the door and the offline mail reader.
It is not what you want but here I work with the packages as
follows: every 30th of the month I retract the message pointers
until the 30th of the previous month and download a package of
messages. I delete the packages read during the month and keep
monthly backups of the messages and my replies.
It works well for me.

What you are doing would still require keeping separate REP packets.
What if I decided to reply to a message, then upload the REP packet ?
