The issue seems to be between fastecho creating the point subdir, exporting the netmail/outbound mail pkt, that binkd is looking for. 4D tossing is misconfigured in fastecho?
I am running Arca OS/2 with PB217, FE 1.46, & Binkd 1.1a-27. I recall seeing other sysops having fun with the FE-Binkd setup & trying to
figure out the fix action. Most notably exporting netmail from PB217 & packiong with Fastecho - binkd just doesnt see it.
you should ask this in the FASTECHO and/or BINKD support echos... it
isn't related to DOS since you're on OS/2, too...
