syncretro: document per-image palette + off-SyncTERM dirty rects
Dirty-rect patching was just enabled on non-SyncTERM terminals by
sending each image (including each patch) only the small subset of
colors it actually uses, since those terminals reset their color
registers per image instead of persisting them like SyncTERM does.
The README's palette paragraph still described the old "registers
sent once" behavior as universal; update it to describe both paths.
