x00 and bnu is what I used back in the day and I think either of those would work for you if you need a fossil.

I run PCBoard on a windows 10 machine using Net2bbs to make the telnet connection and passing that connection to PCBoard. You can see for yourself at pbmystic.rdfig.net:1023

Netfoss is used as the fossil.

I think I missed part of this, and DON'T know if he runs on legacy hardware or uses a solution like DOSBox but...

Is a PC-Board BBS, for sure. :P He has over 1500 Door Games running, tho, so I'd be willing to guess that he's running some type of retro Windows, OR legacy hardware.

Just thought I'd toss out a PCB addy while ya'll are discussing PCB.

Yup, that's my BBS running PCBoard v15.3 under WinXP-32. Using
Netfoss/Net2BBS for connectivity. Accessible via Telnet or Dialup. Goto https://ramsaso.com for a list of Dial Up phone #s in your area to
    connect to DB-BBS.

    Cheers!
