    I don't think they were.
    This was around the Christian Centre, private property on* campus.
    One time I was ticketing there* and someone had a WWJD bumper
    sticker. I thought "I know one thing He wouldn't do is park where He doesn't belong". :)

    Surprising sometimes how people put stickers on their car, and then
    don't act in a manner befitting them....

    (* Campus grew after it was built and now sits on a corner of the
    campus. They have a few private parking spaces, surrounded by
    Marshall parking for deans, VP's, long term employees (min. 25 years),
    and a few other big wigs). Visitors were to have a day permit they issued, but a lot of times others parked there as well.

    So the people that regularly worked there would have proper permits
    attached to their cars....

    You write it enough times, and you would memorise it... that being one
    of the key tricks to memorising things... ;)
    I always told newbies they would soon learn everything about a
    regular and they scoffed. A couple of weeks later they knew. :)

    Did you time the drivers sitting there legitimately to make sure
    they didn't exceed the max...?
    I found that a piece of chalk was one of my best tools. I would
    chalk the top of a tyre with the time and if unmoved after so long it
    was ticketed. If the chalk mark was gone I could only assume the car
    had either moved or the person had erased it thus earning a ticket
    either way.

    If there was a long enough gap between, I suppose they might have gone,
    and then come back legitimately....

    I used to joke I would love to see a fire truck or ambulance push
    those cars out of the way and they would find out why they
    couldn't park there.

    Yep.

    Did you ever see it actually happen, that an emergency vehicle showed
    up, needing to get into the area....?
