The state is guaranteed a pile of money the first year since the student
could flunk out but still collect the whole semester amount.

The fees I quoted were "mild" compared to some colleges around the
    country.

A lot of those various student fees are for things the person may never
use, or rarely. They are charged if one uses them or not.
A few years ago there was a fee for hard copies of a "free" daily New
York Times, which was only available in one place on campus, and the days before were tossed with each new issue. (Of course to me the best thing to do with the NYT is toss it out anyway

There are some off campus book stores, but some of the used books are
so marked up, that verifies "you get what you pay for". :P

There used to be several around campus, but I think, don't quote me, they
    are all gone now.

wasn't using it and one could almost hear him chuckling over the wasted
    money.

I wonder if he got a kickback on that.

    No doubt.

And then getting pennies back on the dollar when selling the books later
since whatever book one bought wasn't being used the next semester.

A new edition every semester...that's ridiculous.

And a lot of things don't change.

it and put on a CD and sell for a fraction of the book and still make a
    few bucks as well.

Now, there's an idea whose time has come. :)

And the person wouldn't even have to a student.

That's why I resent it if someone is getting a service for nothing,
and I'm having to pay for it.

OK, I won't quote you...but bad punsters have to be drawn and quoted.

For some folks, it may not even be their underwear. :P
