    All members of the group can add others to the group.

    That's a good thing. "A friend tells a friend.." It also generates a kind of accountability when someone adds someone new.

    I can do it in open groups, but it is fraught with SPAM.
    As I create other echo conferences, I will do the same.

    Moderators that have Telegram accounts could announce that the request to be added with a message addressed to @<moderator>

    That's ok. I understand the reason. It's actually a pretty
    good way for a moderator (if they are a creator of a group on
    the TgM side) to have good control of new users.
