I don't know the rules for zone 110 but in most networks it is common practice to left one (up)link alive until all other links disconnected their configs and the remaining mails are sent.
Fidonet e.g. requires as per 2.1.7: If you do not forward a message when you previously agreed to perform such routing, the message must be returned to the sysop of the node at which it entered FidoNet with an explanation of why it was not forwarded.
If other nodes do not adjust their configs then the somewhat annoying but unavoidable way is to change/set their mailer connection password. Due to the pw mismatch the mail remains on the others node outbound responsibility.
