Anyone think that a timing belt change for $1600 is excessive?

that depends on what has to be done to gain access to it... might also be that two of them need to be replaced instead of just one... overhead cam V6 and V8 can have two timing belts... one for each side of the V... in some
cases, the engine compartment is so small or tightly packed that pulling the engine is almost a requirement...

They may be replacing the water pump pre-emptively since they're in there - they did that with my 2002 V6 Camry. I think I paid $900 for the service.

Do you have an itemized estimate, or are they doing that "That's just what
we charge based on current assumptions, we roll all the labor into one lump sum" thing?

Looks like a 100% markup on the parts, see if he can trim that a bit for you, or let you supply your own parts. Sometimes thay will allow a cust to do that. Dont go cheep on this, as your car has interference heads, and a engine will cost pleanty if you use cheep parts.

Without doing a lot of research, the parts seem way marked up. The labor
    looks legit.

The kit (water pump and timing belt) are online for around $125.
